Paris-Saclay is a research-intensive and business cluster currently under construction and located to the south of Paris. It encompasses research facilities, universities, French higher education institutions ("Grandes Ecoles") as well as research centres.

The goal of the cluster is to develop an international scientific and technological hub that can compete with other high-technology business districts, such as the Silicon Valley or Cambridge, MA. This project started in 2006 and is likely to end in 2020.

This specific competition was about taking over the role of the masterplanning team for the Moulon area, developing and implementing the public realm strategy including planting and water management, one of the key aspects of the site.
